The Regular Meeting of City Council was held in the Council Chambers, City Hall, 200 Craig Street, Duncan, BC at 7:30 p.m., June 28, 2004.

Delegations

 

Amrik & Parlad Dhut – Framed Print

In recognition of the successful completion of their housing project at 437 Jubilee Street, Mayor Coleman presented Amrik and Parlad Dhut with a framed print of "Cowichan – The First Arising".

 

Amrik Dhut thanked Council and the Administration for their assistance and cooperation in the completion of this project.

 

 

Report of Chief Administrative Officer

 

City Administrator's Report

Mr. Douville reported on the following items:

 

·        McAdam Park washrooms will be completed by the end of this week. Fixtures are being hung now.

·        Jubilee Gardens are now complete.

·        Once line painting in complete on Trunk Road (expected this week), we will install trees and grasses in new median.

·        Flower baskets are installed and watering schedule is up and running.

·        Sidewalk and downtown core cleaning in anticipation of the Summer Festival is under way.

 

·        It is now holiday time. A minimum of 4 employees will be away until the end of September.

 

The Administrator was asked to have the Public Works Superintendent check on a possible water leak in the waterline to the Jubilee Garden in Centennial Park.

Aquannis Centre – Boiler Replacement

For consideration was a letter dated June 24, 2004 from the Cowichan Centre Commission.

     THAT the quotation from Canadian Engineered Products and Sales Ltd., exclusive sales agent in BC for Cleaver Brooks boilers for a replacement boiler and installation of a new Cleaver Brooks boiler in the Aquannis Centre in the amount not to exceed $50,000 be approved by the Council of the City of Duncan;

     AND THAT the total cost of this project be underwritten using the City of Duncan/District of North Cowichan Aquannis Centre Reserve Fund."

     THAT in response to the letter dated June 14, 2004 from the DBIAS, wherein they request minor amendments to the proposed revised City Square Agency Agreement, Council approve of the following amendments:

 

 

·        On page 2 under Manager's Responsibilities in Clause 3(3), change "To supervise…" to "To supervise or be permitted to delegate to a supervisor approved by the DBIAS Board…."

·        On page 4 under Manager's Responsibilities in Clause 3(9), change "To direct and supervise……." to "To direct and supervise or be permitted to delegate to a supervisor approved by the DBIAS Board to direct and supervise…….".

·        On page 3 under Manager's Responsibilities in Clauses 3(6) and (8), the reference to GST remain since Clause 3(6) states "as may be applicable" and Clause 3(8) states "which may from time to time be applicable".

·        On page 5 under City Representations in Clause 9 change the wording to "The City is committed to the use of part of the City Square for purposes of the Annual Summer Festival. In respect thereof, as long as the Duncan Cowichan Festival Society continues to be involved in the Summer Festival, the DBIAS shall coordinate activities with the Festival Society in order to promote the best interests of the City of Duncan."

Miscellaneous

Councillor Kent reported on the following items:

·        He referenced the June 18 and 19 Visions 2020 Workshop held at the Cowichan Centre in which he participated. He said there were approximately 130 participants on the Friday and 65% participants on the Saturday. He said the presentation by David Baxter, Futurist, was most thought provoking. Mr. Baxter stressed that there will be many challenges from the pending changes (e.g. the average age in the Cowichan Valley in 2020 will be 70 years old). Mr. Baxter also referenced the challenges that will result from growth. The Visions 2020 Steering Committee will be meeting on July 15 and subsequent recommendations will be forthcoming to the local governments.

·        He attended the Vancouver Island Regional Library Board meeting on June 26 at which time the 2005 budget was discussed. He advised that the budget is in line with the 5-year plan and that labour negotiations are in process.

 

 

Councillor Newcomb reported on the following items:

·        He participated in the June 24 event at the Cowichan Valley Museum. They have launched a new display entitled "Early Closing Thursday – History of Business in Duncan". He said that the display is excellent and displays pride in our community.

·        He reminded everyone regarding the July 10 12-hour relay at the Cowichan Sportsplex. He advised that he and Councillors Jackson, Farkas and Kent along with Mr. Douville and Judy Burnett will be representing the City at the 12-hour relay.

 

 

Mayor Coleman reported on the following items:

·        On June 17, he attended the FCM International Programs Centre event in Victoria.

·        On June 18, he again represented the Valley at the Ministers' Advisory Group
for the Softwood Industry Community Economic Adjustment Initiative
.

·        On June 21, he participated at Duncan Meadows in the opening ceremonies of the Club Championship.

·        On June 22, he participated in the Municipal Finance Authority meeting.

·        On June 23, he noted that the CVRD Board of Directors again denied the request for a temporary permit for ongoing go-cart races at Youbou.

·        On June 26, he participated in the Chemainus Parade and in the Hospital Foundation fundraising event.

 

 

Councillor Maxwell reported on the June 24 meeting of the Cowichan Centre Commission. He advised of the presentation by Vic Davies regarding a retrofit of the Aquannis Centre or the provision of a major new pool complex with another sheet of ice. He advised that the Commission will be debating the report and providing recommendations to local governments.
