The Regular Meeting of City Council was held in the Council Chambers, City Hall, 200 Craig Street, Duncan, BC at 7:30 p.m., March 8, 2004.

 

Present:     Mayor Michael Coleman;

Councillors Mike Caljouw, Jenny Farkas, Sharon Jackson, Phil Kent, Geoff Maxwell and Ken Newcomb.

 

Also Present: Paul Douville, City Administrator.

 

 

His Worship Mayor Michael Coleman opened the Council Meeting with a prayer and called for order.

 

Former Cowichan Tribes Chief Dennis Alphonse – Deceased

Mayor Coleman requested a moment of silence in honour of the recent passing of former Chief Dennis Alphonse. At the age of 71, Dennis Alphonse passed away after a long illness on March 7, 2004. Mr. Alphonse was Chief of the Cowichan Tribes for many years and headed many significant endeavours for his people. He was also an Alderman for the City of Duncan for one term and was recently honoured by City Council on the Scroll of Honour.

Delegations

 

Ronnie Phipps – BC Health Promotion Coalition

Representing the newly formed BC Health Promotion Coalition, Ronnie Phipps addressed Council and presented a handout for their consideration.

 

The BC Health Promotion Coalition (BCHPC) is a grass roots, volunteer organization dedicated to the advancement of health promotion in British Columbia. Their mission is to establish a sustainable source of funding for health promotion activities that are inspired and implemented by communities across the province. Their goals are:

·        To nurture an environment in which health promotion is valued.

·        To establish a sustainable made-in-BC health promotion foundation that advances the empowerment of communities and their ownership and control of their own endeavours and destinies.

·        To encourage an approach to current funding practices that communities find to be more fair, equitable and responsive to their strengths and priorities.

·        To build a province-wide peer resource network that consists of web-based learning options and mentorship support for community groups, organizations and front-line professionals.

 

Ms. Phipps advised that a request has been submitted to the Union of BC Municipalities for permission for them to make a presentation at the Fall 2004 Convention.

 

Ms. Phipps noted the following points:

 

·        The non-profit and volunteer sectors have experienced 25% - 70% cutbacks in recent years.

·        The underlining issue to health issues is poverty.

·        Non-profit and volunteer organizations contribute 1 billion person hours of work per annum across Canada.

·        Funding issues are the need for constant proposals, which does not foster partnerships, political uncertainty, acute care priorities and distance issues in northern areas.

·        The coalition now has a core team of 12 people and 200 groups and individuals have signed-on. They hope to become a "foundation within a foundation" with the Vancouver Community Foundation.

·        The next phase will include the analysis of a cost-benefit scenario.

·        Four to five years will be required to see beneficial results.

      WHEREAS there is no clear, coordinated and comprehensive vision of health promotion in British Columbia that sets it apart from prevention and illness care;

      AND WHEREAS acute care priorities and ongoing crises in the health care system are subjugating investment in British Columbia health promotion and prevention initiatives;

      AND WHEREAS voluntary, nonprofit organizations and frontline workers make substantial contributions to vibrant, self-reliant and sustainable communities, yet, lack of funding, restrictive criteria and inefficient coordination of existing funds are compromising the capacity of these organizations to act on the health determinants and the health status of their citizens at a time when more and more is expected of them;

      AND WHEREAS Health Promotion Foundations have been found to be a successful method of funding and prioritizing health promotion in other parts of the world – e.g. Australia, Switzerland, Thailand, Austria and Korea;

 

      THEREFORE BE IT RESOLVED that the Union of BC Municipalities petition the Government of British Columbia to:

1.        Support through legislation, the establishment of an independent, at-arms-length from government, Health Promotion Foundation in British Columbia;

 

      AND BE IT FURTHER RESOLVED that the Union of BC Municipalities petition the Government of British Columbia to:

 

2.        generate a sustainable, annual provincial contribution towards health promotion activities in British Columbia by dedicating $1.00 per person per year, or the equivalent of $4.077 million in 2003, from Medical Services Plan premiums to a Health Promotion Foundation.

      THAT the Multiple Sclerosis Society be granted permission to conduct their Carnation Campaign in the City of Duncan on May 7 and 8, 2004 as requested in the February 25, 2004 letter from the Capital Region Chapter of the Multiple Sclerosis Society of Canada;

      AND THAT the Council of the City of Duncan authorize the display of the Multiple Sclerosis Society Banner from the banner poles adjacent to the east-side of the Trans Canada Highway and south of the Cowichan River from May 1 - 11, 2004 as requested in the February 25, 2004 letter from the Capital Region Chapter of the Multiple Sclerosis Society of Canada.

Cowichan Historical Society – After Easter Egg Toss & Parade of Hats

      THAT Council authorize the Cowichan Historical Society to stage the following events:

1.          "After Easter Egg Toss" at 12:30 p.m., April 17, 2004, behind the Cowichan Valley Museum between the museum and the train tracks subject to the area being thoroughly cleaned of all egg fragments following the event.

2.          "Parade of Hats" between 2:30 p.m. and 3:30 p.m. on April 17, 2004 on the sidewalks of the route outlined in the March 3, 2004 letter from the Society subject to there being no obstruction of vehicular traffic;

 

      AND THAT the Cowichan Historical Society provide:

·        liability insurance of a minimum of $2,000,000.00 per occurrence with the City of Duncan being named an "additional insured party" for these events,

·        a signed statement indicating they hold harmless the City from any and all liability claims relating to these events.

Councillor Farkas reported on the March 4, 2004 meeting with various organizations regarding the proposed April 1, 2004 changes to Income Assistance regulations by the Provincial Government. She advised that changes have already occurred and the discussion will be distributed to Council in the form of Minutes of the March 4, 2004 meeting. The issue has been referred to the Social Planning Council for further review and action.

City Square Banners

      THAT Council approve of the display of banners from the light standards in the City Square as outlined in the February 20, 2004 letter from the Duncan Business Improvement Area Society (DBIAS);

Miscellaneous

Councillor Jackson reported on the March 5, 2004 meeting with the Honourable Graham Bruce, MLA, Cowichan-Ladysmith, regarding local social issues. She advised that representatives of the Social Planning Council, Churches, the Food Bank, Salvation Army and the Cowichan Native Friendship Centre were present. Literacy issues, childcare for single parents and other social issues were discussed in-depth. She reported that overall it was an excellent meeting.

 

Mayor Coleman reported on the following items:

 

·        On February 26, 2004, Premier Gordon Campbell was present in the Duncan Council Chambers to announce the awarding of the 2005 BC Seniors' Games to the City of Duncan, the District of North Cowichan and the Cowichan Valley Regional District.

      THAT City Administrator Paul Douville be appointed to the Nomination Committee for the 2005 BC Seniors' Games Board of Directors.

·        On February 24, he attended a meeting of the Minister's Advisory Committee on Softwood Lumber issues. He advised that many recommendations have been submitted to the Government of Canada and action is yet to be taken.

·        On February 26, he, Councillor Caljouw and Mr. Douville attended the Annual General Meeting of the Duncan Business Improvement Area Society. He noted that Lance Steward, Sean Napier and Jeff Downie have stepped down from Executive positions after yeoman service to the DBIAS and the City of Duncan. A new Executive is now in place with Sue Falconer of the Red Balloon as the new President.

·        From March 3 – 6, he participated and officiated at the Federation of Canadian Municipalities Regional Board meeting in Vancouver.

      THAT the letter dated February 26, 2004 from the Minister of Canadian Heritage, regarding the library book and other distribution item rates, be received, the contents noted and filed.

It was noted that the Minister seems to be supportive of resolutions being adopted by various Library Boards across the country. Mayor Coleman reported that the FCM Board of Directors recently endorsed a resolution requesting continuation and expansion of the preferential library mailing rates.
