The Regular Meeting of City Council was held in the Council Chamber, City Hall, 200 Craig Street, Duncan, BC at 7:40 p.m., April 28, 2003.

Totems Proposed for City Square

      THAT the following April 9, 2003 Totem Pole Committee recommendation adopted by City Council at the April 14, 2003 regular Council meeting be rescinded:

 

     "THAT the Harvey Alphonse and Kelly Antoine totem pole, donated by the Cowichan Tribes to commemorate the Totem Project (Eagle Above Whale Holding Calf (4m (14') high), be located next to the west wall of Gallowglass Books in the City Square parking lot;

     AND THAT this totem pole face in a south-west direction."

 

      AND THAT City Council be requested to postpone the placement of any totems in City Square until the Totem Committee develops an overall totem plan.

Councillor Maxwell advised that the proposed 2 totem poles for the City Square would cost approximately $3,000.00 per pole to relocate.

 

Miscellaneous

Councillor Newcomb reported on the following items:

 

·        With Councillor Maxwell, he attended a recent meeting of the Cowichan Community Centre Commission regarding the proposed new library. It has been reported that all tenders were high and that BCBC is reviewing the tenders and will be reporting back to the Commission in 3 weeks time.

·        He and a number of members of Council and the Administrator participated in a tour of the Cowichan Valley Museum at the Railway Station on April 16, 2003. He said the tour was most interesting and enlightening and those who attended recognize that the Museum is definitely in need of more storage space and in the long-term, a fire proof structure.

·        The Economic Development Commission will be holding a public Open House at the Quw'utsun Cultural Centre regarding the new branding program between 6 and 8 p.m. on Wednesday, April 30, 2003.

 

 

Mayor Coleman reported on the April 23, 2003 Cowichan Valley Arts Council Spring Show. He said it was an excellent show with many excellent pieces of art displayed and sold.

  2. The minimum side-yard setback to be 0.0 metres rather than the required 1.5 metres (5')
  3. The south side eave of the existing dwelling to encroach into the Common Property.

New Business:

 

Craig Street Bricks

It was reported that the repair of the Craig Street bricks between Kenneth and Ingram Streets will proceed from April 29 to May 2, 2003. The subsurface is being replaced with a binding compound and all the bricks are being relayed.

 

The Administrator was asked to provide information on the work performed by City crews since the City Square project was completed to keep the brick surfaces safe.

 

Special Council Meeting

      THAT the Council of the City of Duncan resolve into Special Meeting (Committee of the Whole) to discuss legal issues;
