A Public Zoning Hearing and Community Plan Amendment Hearing was held in the Council Chambers, City Hall, 200 Craig Street, Duncan, BC at 7:30 p.m., March 24, 2003.

 

Present:     Mayor Michael Coleman;

             Councillors Mike Caljouw, Sharon Jackson, Phil Kent, Geoff Maxwell and Ken Newcomb.

Absent With

Prior Notice: Councillor Jenny Farkas.

 

Also Present: Paul Douville, City Administrator.

 

 

His Worship Mayor Coleman called the hearing to order and advised that the purpose of a Public Hearing was for Members of Council to hear all input and consider all facts presented.  He further advised that decisions are not reached at Public Hearings, but in Regular Meetings of City Council.  He asked the City Administrator whether all legal advertising and notifications were duly fulfilled for the subject matter before this Public Hearing and was advised that the requirements of the Local Government Act of BC were fully met.

 

St. Andrew's Presbyterian Church Property –

481 Herbert Street

The following items were before the hearing for consideration:

 

(a)      Zoning Bylaw No. 1540, 1988, Amendment Bylaw No. 1, No. 1948, 2003:

 

To reclassify those premises legally described as Lot 9, Block 2, Section 19, Range 5, Quamichan District, Plan 1935 (481 Herbert Street) from R-1 (Urban Residential) to P-1 (Public Institutional) to accommodate the construction of a new church.

 

(b) Community Plan Bylaw No. 1762, Amendment Bylaw No. 1947, 2003 (481 Herbert Street – R (Low Density Residential) to I (Institutional).

 

 

For consideration was a letter dated March 19, 2003 from Susan Hallatt of 931 McDonald Street in which she advises that she is in favour of the proposed rezoning and Community Plan amendment and makes a number of suggestions regarding the proposed church and related amenities development.

 

 

Representing St. Andrew's Presbyterian Church, Joe Ball addressed the hearing.  He advised that since the church was constructed in 1960, it has been increased in size twice.  He also advised that their preschool/daycare, Agapeland, is full at all times and cares for approximately 80 children on a daily basis.  He noted that considerable parking is required every day for the activities on the property.  He also advised that the building committee and other members of the congregation have addressed the items outlined in the March 19, 2003 letter from Susan Hallatt.

 

Mr. Ball said that they have not selected a design for the expanded church nor do they have funding at this time to commence construction.  He noted that they had to borrow considerable funds to assemble the two-acre parcel for the proposed project.  They have retained an architect who has been instructed to design the church to fit into the neighbourhood well and to provide significant open space.

 

Gerry and Phemia Lundahl of 470 Herbert Street and Dan and Denise Herlihy of 951 McDonald Street asked whether the neighbours would be kept in the development process.  The representatives of the church said that they intended to keep all neighbours as closely involved as possible.

 

On a question from Mr. Lundahl, the Administrator advised that once the magnitude of the redevelopment is known, the water model would be examined to determine the water capability in the area but opined that there is sufficient service available.

 

 

Mayor Coleman called for further input and hearing none declared the hearing adjourned at 7:45 p.m.
