The Regular Meeting of City Council was held in the Council Chamber, City Hall, 200 Craig Street, Duncan, BC at 7:30 p.m., September 23, 2002.

 

 

Present:      Mayor Michael Coleman; Councillors Mike Caljouw, Sharon Jackson, Phil Kent, Martin Lukaitis, Geoff Maxwell and Ken Newcomb.

 

Also Present: Paul Douville, City Administrator.

 

 

His Worship Mayor Michael Coleman opened the Council Meeting with a prayer and called for order.

 

Moment of Silence – Constable Jimmy Ng

At the request of Mayor Coleman, a moment of silence was respected for the untimely accidental death of RCMP Constable Jimmy Ng. Constable Ng was killed by a young speeding driver in the lower mainland. Constable Ng was stationed locally and also was involved with a Volunteer Fire Department and the Search and Rescue Operation.

Delegations

 

1922 Model-T Fire Truck Painting

For consideration was a letter dated September 4, 2002 from the Chair of the 100-Year Committee of the Duncan Volunteer Fire Department.

 

 

In his letter, Mr. Laver explains that as part of the Duncan Volunteer Fire Department's "Century of Service" celebrations, they have commissioned a painting of the 1922 Model-T Fire Truck. This painting is being made into prints for the Fire Department to use as a fundraiser for antique truck restorations.

 

 

Chief Glenn Mackie addressed Council reiterating the request for the City to purchase 12 unframed prints. He displayed a framed print for Council and the viewing public. He advised that the painting is the work of Cim MacDonald.

      THAT the Council of the City of Duncan authorize the purchase of 12 unframed prints of the 1922 Model-T Fire Truck painting;

 

 

      AND THAT the $1,140.00 cost for these 12 prints be deducted from the $2,500.00 seed money provided by City Council for the 100th Anniversary Celebrations leaving the Fire Department a balance of $1,360.00 owing to the City.

Ambulance Paramedics of BC

      WHEREAS the BC Ambulance Service provides all British Columbians with province-wide emergency medical care no matter where they live;

     AND WHEREAS at a cost of $41.00 per person, the BC Ambulance Service responds to more than 400,000 emergency calls per year and is among the most cost-effective services in North America;

     AND WHEREAS the BC Ambulance Service is an essential medical service to all BC communities, answering an emergency call almost every two minutes;

     AND WHEREAS any cuts to ambulance service funding and paramedics would mean delays when every second counts;

     THEREFORE BE IT RESOLVED THAT the Council of the City of Duncan support maintaining a province-wide integrated BC Ambulance Service that is adequately funded and that provides the best possible training for emergency paramedics.

Annual Breast Cancer Vigil

For consideration was a letter dated September 7, 2002 from the Canadian Cancer Society, Cowichan Valley Unit.

      THAT the Council of the City of Duncan authorize the Cowichan Valley Unit of the Canadian Cancer Society to stage a Candlelight Vigil at 7:00 p.m., October 4th, 2002 (Friday) at Charles Hoey, VC Memorial Park subject to dripless candles with drip-catcher containers being used;

      AND THAT all members of Council be encouraged to attend.

City Square Project

Councillor Maxwell reported that the City Square project is proceeding very well and on time.

 

Councillor Caljouw suggested that the catch basin grates used in the City Square are dangerous for bicycle and wheelchair users. The Administrator was asked to investigate this situation.

For consideration were the notes of the September 16, 2002 meeting.

 

Multi-Jurisdictional Issues

For consideration was a report and memorandum dated June 13 & 24, 2002 from Mr. Jim Dias, Administrator – District of North Cowichan, along with reports dated May 14, 15 & 17, 2002 from the City Building Inspector, the CVRD Manager of Development Services and the District of North Cowichan Planner.

Reports of Special Committees

 

Miscellaneous

Councillor Kent reported on the following items:

 

·        He recently attended the United Way Campaign kick-off event. He said the Honourable Lloyd Axworthy addressed the volunteers stressing that what we do locally has effects globally. The 2002/03 Chair of the Cowichan United Way is Fran Kirby.

 

·        On September 19, he Chaired a grass roots neighbourhood meeting of residents from the east-side of the City. He said there were 35 residents present and RCMP S/Sgt. Ron MacDougall provided information on the Citizens on Patrol (COPS) and Neighbourhood Watch Programs. The residents expressed concerns regarding the numbers of thefts and B & E's in

 

 

their neighbourhood and the issue of speeding and reckless driving on Marchmont and Wharncliffe. He said he will be meeting again with the residents in two weeks to get the Neighbourhood Watch Program initiated.

 

·        He also attended the Outdoor Recreation Park public meeting on September 19. He said he noted that there is demonstrated support from the community on this project.

 

 

Councillor Caljouw encouraged members of the public to continue to make donations at the Duncan Farmers' Market for the Tour de Rock Cancer fundraising endeavour. He reminded all the Councillors that if $20,000 is raised, some or all of the Councillors will have the hair on their heads shaved.

 

 

Mayor Coleman reported on the following items:

 

·        He and the Administrator attended the September 10, 2002 Economic Development Forum at which local government and business community representatives met to discuss mutual issues.

 

·        He participated in the recent Cowichan District Hospital Foundation Golf Tournament.

·        On September 12, he officiated at the opening ceremonies of the St. Peter's Church Fall Fair.

·        He chaired the United Way Annual General Meeting.

·        He participated in the "Day for CHILD" Subway fundraiser where free cookies were distributed.

·        He attended the September 19, Outdoor Recreation Park public meeting. He said there is a strong need to overcome the concerns of the Cowichan Tribes and residents in the area of the proposed park.

"No Left-Turn" Regulation – Kenneth/Canada Avenue

It was the consensus of Members of Council to leave the possible removal of the "No Left-Turn" regulation for eastbound traffic on Kenneth Street at Canada Avenue in abeyance for completion of the Traffic Circulation & Parking Study.

 

CCC Arena Liquor License

      THAT the Council of the City of Duncan forward a letter to the Ministry of Public Safety and Solicitor General requesting early positive consideration of the liquor license application for the Arena Concourse/Heritage Hall requested by the Cowichan Community Centre Commission.

Heritage Canada Poster

Mayor Coleman advised that the 2003 theme of Heritage Canada is Civic Heritage. He said a poster by Robert Amos has been commissioned and it is to be a painting of the Duncan City Hall. This poster will have national distribution through libraries and other facilities. Members of Council expressed delight with this recognition.

 

Shopping Carts

The Administrator was asked to check on previous correspondence sent to stores that have shopping carts that are left abandoned throughout the City and whether there was response from these stores. It was also noted that the City crew collects these shopping carts from time to time and stores them at the Public Works Yard for collection by the respective retail outlet for a fee.

 

Chesterfield Avenue Property – Unsightly Premises & Noise

The City Administrator was asked to obtain reports from the Bylaw Enforcement Officer and the SPCA regarding the unsightly premises and noise from dogs at 439 Chesterfield Avenue.
