His Worship Mayor Michael Coleman opened the Council Meeting with a prayer and called for order. |

Adoption of Minutes |

Cowichan
Tourism Association |
Representing the Cowichan Tourism Association, President Rick
Duckles addressed Council. With the aid of an overhead projector, Mr. Duckles
made a presentation requesting that their annual grant be increased from
$5,000 to $7,000. |
|

Mr. Duckles made the following points among others: · Tourism is a strong economic driver. · Their vision is "to offer tourism experience of the highest quality to all our visitors". · Their mission is: "Cowichan Tourism Provides Leadership Through Marketing, Education and Advocacy to Achieve Regional Tourism Excellence". · One of their objectives for 2002/2003 is to lead in the creation of "Tourism Team Cowichan" that is committed to achieving tourism excellence for the Cowichan Region. · He outlined the history of Cowichan Tourism, the founding regional partners, other tourism partners and the achievements of the Cowichan Tourism Association. |

Mr. Duckles introduced representatives of the Duncan-Cowichan Chamber of Commerce, who were also present at this meeting. He advised that Cowichan Tourism works with all of the six Chambers of Commerce in the region as partners. The Chambers have a vote on the Cowichan Tourism Board of Directors. |

Mr. Duckles was thanked for his presentation and he and his fellow delegates stayed for a portion of the Council meeting. |

representatives of Cloghesy & Doak, Landscape Architects, on March 18.
The plans for the City Square are nearing completion and are almost ready for

Caljouw reported that regular meetings are being held regarding the
Centennial Anniversary of the Duncan Volunteer Fire Department. He reminded
members of the public that the Volunteer Fire Department is still seeking
photographs of the early days of the Fire Department.

Councillor Lukaitis reported that on March 13, as Deputy Mayor, he attended the 53rd Annual Cowichan Music Festival at the Cowichan Theatre. He presented the bursary cheque from the City to the winner of the Intermediate Piano Category, Amy Costello. |

Councillor Newcomb reported that on March 12, he met with representatives of the Duncan Business Improvement Area Society to discuss renewal of the Business Improvement Area Bylaws. He said this project is proceeding well and that the DBIAS also strongly supports the City Square project. |
|
|
Councillor Kent advised that he recently accompanied the Cowichan Secondary Senior School Boys Soccer Team to Hawaii. He said they won 2 of their 3 games and proved to be good ambassadors for the Cowichan Region. |
|
|
Mayor Coleman reported on the following items: · On March 11, he addressed the Duncan Rotary Club regarding policing and Cowichan Tribes relations. · On March 12, he attended the 30th Annual General Meeting of Big Brothers Big Sisters. · On March 13, the CVRD Budget meeting produced a relatively successful budget and he noted that the Transit Budget was reorganized in the favour of the City. · On March 14, the final City Budget meeting was held and the result is a proposed 1.8% tax increase. · On March 16, he and Mr. Douville met with MLA Graham Bruce and other Mayors and Administrator from the region where consensus was reached on a Tourism Task Force. · On March 17, he and Councillors Caljouw and Newcomb and Mr. Douville met with Chief Harvey Alphonse and his Administrator and Mayor Rex Hollett and CVRD Chair Tom Walker. This bridge building endeavour is proving most worthwhile. · He was recently interviewed by CBC Radio and defined the USA position on the softwood lumber issue as "economic terrorism". It was suggested that he FCM start a campaign to advise the American public of the dire effects of the softwood lumber arrangement on the costs of construction in America. |
