The Regular Meeting of City Council was held in the Council Chamber, City Hall, 200 Craig Street, Duncan, BC at 7:30 p.m., April 8, 2002.

 

 

 

Present:      Mayor Michael Coleman; Councillors Mike Caljouw, Sharon Jackson, Phil Kent, Martin Lukaitis, Geoff Maxwell and Ken Newcomb.

 

Also Present: Mark Frame, Deputy Clerk.

 

 

 

His Worship Mayor Michael Coleman opened the Council Meeting with a prayer and called for order.

 

 

Adoption of Minutes

Councillor Jackson noted that she did not vote against the resolution on Page 49 of the March 25, 2002 Council Minutes regarding the BC Forest Discovery Centre Grant Request.

      THAT the Minutes of the March 25, 2002 Regular Meeting of City Council, as amended, and the March 25, 2002 Development Variance Application Hearing Minutes be adopted.

Delegations

 

 

CV Naturalists' Society – Freshwater Eco-Centre

Representing the Cowichan Valley Naturalists' Society, David Aldcroft addressed Council.

 

 

 

Mr. Aldcroft noted the following:

 

·       Public use of the Eco-Centre is substantial and growing.

·       Attendance has grown from 16,688 in 1999 to 28,230 in 2001.

·       The Eco-Centre makes an important contribution to the Cowichan Valley's tourism industry, both by attracting tourists and by keeping local people, with their children and grandchildren, in the community on weekends and holidays.

·       Effective March 31, 2002, the Provincial government stopped funding programs at the Eco-Centre. Without funding, the Centre will close.

·        Following last year's loss of the Marine Ecology Station in Cowichan Bay, this will leave the Cowichan Valley without resources for environmental education.

 

 

·       To avoid another loss of this kind to the community, the Cowichan Valley Naturalists' Society has undertaken to continue operation of the Freshwater Eco-Centre.

 

 

·       Fundraising options are faced with two challenges:

 

1.     Find ongoing funds to operate the Freshwater Eco-Centre

2.     Meet an immediate need for funds to keep the Eco-Centre open while seeking long-term funding.

 

 

 

In closing, Mr. Aldcroft requested the following from City Council:

 

1.              An immediate emergency contribution of funds to keep the Eco-Centre open while other sources of funding are secured.

2.              A commitment from City Council for an annual grant to the Cowichan Valley Naturalists' Society to assist in the operation of the Freshwater Eco-Centre.

3.              A letter of support for the continued operation of the Eco-Centre.

      THAT the Council of the City of Duncan support "in principle" the efforts of the Cowichan Valley Naturalists' Society to continue operation of the Freshwater Eco-Centre as outlined in their March 25, 2002 letter;

      AND THAT a letter of support be forwarded to the Cowichan Valley Regional District;

      AND THAT the grant request be referred to the Finance Committee for consideration, subject to further information being provided by the Cowichan Valley Naturalists' Society.

Duncan-Cowichan Chamber of Commerce – Satellite InfoBooth Project

Representing the Duncan-Cowichan Chamber of Commerce, Ray Cadorette - President, addressed City Council.

 

Mr. Cadorette noted that with funds from Human Resources Development Canada "Job Creation Partnership Program" Satellite Tourist InfoBooths were successfully operated at the Downtown Train Station, BC Forest Discovery Centre and Quw'utsun' Cultural Centre between August and October, 2001.

 

 

 

Since these funds are available one-time only from the "Job Creation Partnership Program", funds must be secured from other partners. With the Downtown Train Station being deemed the most successful of the three venues, funding for this project is being sought from City Council.

      THAT the grant request from the Duncan-Cowichan Chamber of Commerce for assistance in operating a Satellite InfoBooth at the Downtown Train Station from June to September, 2002, be referred to the Finance Committee for recommendation.

Summer Festival – Annual Requests

      THAT the Council of the City of Duncan authorize all aspects of the 2002 Duncan-Cowichan Summer Festival as outlined in the March 22, 2002 letter from the Duncan-Cowichan Festival Society;

     AND THAT the Festival Society be requested to ensure that the sprinkler heads in Charles Hoey Park are left undamaged;

     AND THAT the Festival Society be reminded that all street closures MUST LEAVE A CENTRE FIRE LANE OPEN. MINIMUM WIDTH IS 15 FEET DOWN THE MIDDLE OF THE STREET;

     AND THAT the Festival Society be requested to seek permission from the District of North Cowichan for closing James Street at the Trans Canada Highway during the Grand Parade;

     AND THAT July 14 - 20, 2002 be proclaimed "Summer Festival Week" in the City of Duncan;

      AND THAT CVRD Officials be requested to re-route the public transit buses for the duration of the Grand Parade on July 20, 2002 (Saturday) from 10:45 a.m. to 12:30 p.m.

It was noted that the local ambulance personnel should also be notified of these street closures. The Summer Festival Society will be requested to have a contingency plan available due to the previously scheduled City Hall Square project.

 

 

Day of Mourning – Workers' Compensation Board of BC

Councillor Jackson reported that earlier today she attended the "Celebration of Life' for Mike Karupaih, one of the Cowichan Valley's most active volunteers. At the time of his death he was President of the Cowichan Valley Intercultural and Immigrant Aid Society, active in the Cowichan Valley Restaurant Association, Chamber of Commerce, Together Against Violence (TAG) Committee, the Cowichan Valley Branch of the Canadian Mental Health Association and the CVRD Disaster Preparedness Team.

 

 

 

Mayor Coleman reported on the following:

 

·       On March 26 & 27, he attended the Municipal Finance Authority Forum & AGM.

·       April 3, he attended the Cowichan Valley Arts Council Spring Show at the Cowichan Community Centre.

·       On April 6, he attended the Cowichan District Hospital Foundation dinner and auction.

·       On April 8, he attended a brief but positive meeting with Cowichan Tribes Chief Harvey Alphonse.
