The Regular Meeting of City Council was held in the Council Chambers, City Hall, 200 Craig Street, Duncan, BC at 7:30 p.m., April 23, 2001.

 

Present: Deputy Mayor Mike Caljouw, Chair; Councillors Sharon Jackson, Phil Kent, Martin Lukaitis and Geoff Maxwell.

His Worship Deputy Mayor Mike Caljouw opened the Council Meeting with a prayer and called for order.

3rd Annual Vancouver Island Wine Festival

THAT Council authorize the Vancouver Island Vintners Association to use Charles Hoey Park for the 3rd Annual Vancouver Island Wine Festival Kick-Off and the City Hall Courtyard, Lois Lane and Alley between City Hall and the Canada Building for related events as outlined in the April 10, 2001 letter from the Association on September 7, 2001 from 8:00 a.m. to 6:00 p.m. subject to the following terms and conditions:

  • Vancouver Island Vintners Association holding harmless the City of Duncan from any and all possible liability claims.
  • Public Liability Insurance to a minimum of $1,000,000 per occurrence being carried by the Association for these events with the City of Duncan being named as an "Additional Insured".
  • $300. Damage Deposit, which will be returned if the Park, other areas and facilities are left in a clean and undamaged condition.
  • The Association obtaining necessary licensing for the "Wine Garden";

AND THAT Mayor Coleman or his representative greet the first Wine Train at 9:45 a.m. and make a short welcoming speech;

AND THAT Councillor Geoff Maxwell serve on the organizing committee for these events.

Shaw Cable Policy Review

For consideration was a letter dated April 20, 2001 from Chas Leckie of Shaw Cablesystems G.P.

THAT the Council of the City of Duncan correspond with the CRTC regarding the Policy Review of the Shaw Cablesystems Community Channel (PUBLIC NOTICE CRTC 20001 - 9) outlining support "In Principle" for Shaw Cable 4 in the Cowichan Valley and noting the following items:

  • They do a good job of covering City Council meetings and other Local Government meetings.
  • We use them to promote local events like celebrations, referendums, elections and by-elections.
  • Viewers are watching and become informed ("The Daily" is excellent for this purpose).
  • We want the relationship to continue and grow.
  • Overall, they serve the community well and cover all the major events such as the Summer Festival, Fringe Festival, Folk Festival, Island Wine Festival, Cowichan Exhibition and others.

Cowichan Pre-School Lease

THAT the lease with the Cowichan Pre-School Association be renewed for a further five(5) years based on the application of the following rents in response to the April 10, 2001 letter from the Association (2% increase per annum):

1. September 1,2001-August 31,2002 $306.(August Excluded)

2. September 1,2002-August 31,2003 $312.(August Excluded)

3. September 1,2003-August 31,2004 $318.(August Excluded)

4. September 1,2004-August 31,2005 $325.(August Excluded)

5. September 1,2005-August 31,2006 $331.(August Excluded)

AND THAT the Association be advised that the lease does stipulate they are responsible for all operating costs such as sanitary sewer and garbage (B.C. Assessment Authority created a separate parcel roll for the Pre-School in 1999, we exempted the parcel from taxation, but must now apply the relevant sewer and garbage charges).

Phoenix Pub - Request for Increase in Occupant Load

THAT due to the recognized significant shortfall in existing on-site parking and possible reconfiguration of Duncan Street (i.e. Tour and Transit bus parking), the Council of the City of Duncan not support the request for an increase in the Pub occupant load at the Phoenix Station Motor Inn at this time.
