THAT the Council of the City of Duncan request the Management of the Pacific Wilderness Railway Train to agree with the request of the Cowichan Exhibition Society for the Train to travel to and from Duncan on September 8th, 9th & 10th, 2000, the days of the Cowichan Fall Fair;
AND THAT if there are any additional costs associated with this endeavour, the responsibility for these costs remain with the Cowichan Exhibition Society.

Men's Flag Football Tournament - Beer Garden

THAT the Cowichan Women's Touch Football League host a Beer Garden at McAdam Park in conjunction with the 15th Annual Can-Am International Spring Men's Flag Football Tournament between 12:00 noon and 8:00 p.m. on May 20th (Saturday), May 21st (Sunday) and May 22nd (Monday - Victoria Day), 2000 as requested in their April 12th, 2000 letter subject to payment of $100.00 per day in addition to rental rates and subject to compliance with the Beer Gardens' Policy;
AND THAT in light of the complaints received about music volume levels during a previous Tournament, the event organizers (i.e. Daneve Thibodeau) be requested to insure us in writing by May 12th, 2000 of compliance with the following items:
1. Music volume must be kept at a reasonable level.
2. Music volume will be reduced if a request is received from residents in the vicinity of McAdam Park or City Officials.
3. The music system speakers must face towards the Cowichan River.

Health and Dental Care benefits

THAT an amendment be processed to the Council Indemnity Bylaw to provide for the City being responsible for 50% of the premiums for the UBCM Extended Health and Dental Care benefits for Members of Council, noting that the cost to the City for the year 2000 would be $2,045.09 and for the year 2001 - $3,505.86.

Qwa Saw Healing Lodge
Mayor Coleman reported that he recently met with former Cowichan Tribes Chief Philomena Alphonse regarding the proposed establishment of the Qwa Saw Healing Lodge south of the Cowichan River adjacent to Indian Road. This Healing Lodge is a cultural alternative to incarceration for Aboriginal Peoples. In the Pacific Region at present, 19.2% of Federal inmates are Aboriginal. Aboriginal incarceration rates are increasing steadily. In 1983, the Federal Aboriginal offender population was almost 9%. In 1994, the Aboriginal offender population was 11% nation-wide. By 2010, the Aboriginal offender population serving time in Federal Institutions is expected to rise to 38%.

Councillor Moon encouraged the viewing public to participate in the Junior Council Meeting scheduled for 3:30 p.m. on April 27th, 2000.
Councillor Caljouw reported that he attended the Volunteer Cowichan annual awards on behalf of the Mayor. Vic Tanner was named "Volunteer of the Year" and Jared Danvers was given the Youth Spirit Award.

It was noted that the North Cowichan contribution to the Aquannis Centre is now being spread over the entire assessment of the District of North Cowichan rather than just the south-end. This subject will be discussed further with the Council of the District of North Cowichan.

THAT the Council of the City of Duncan correspond with the Minister of Health and Minister Responsible for Seniors, the Honourable Mike Farnworth, expressing disappointment with the April 17th, 2000 response from Margaret McNeil, Regional District of Vancouver Island regarding CATSCAN diagnostic equipment for the Cowichan District Hospital;
AND THAT the Minister again be reminded that the amount donated by local resident Pat Carson towards the purchase of CATSCAN diagnostic equipment for the Cowichan District Hospital has grown to more than $1.25 million;
AND THAT the Minister's staff be asked to more accurately advise of the annual operating cost for the proposed CATSCAN diagnostic equipment in Duncan (i.e. range in April 17th letter is very large: $250,000. - $700,000.);
AND THAT copies of this resolution be forwarded to the Central V.I. Health Region and the Honourable Jan Pullinger.

Polio Rehabilitation Clinic

WHEREAS there are thousands of people in BC suffering from the late effects of polio;
AND WHEREAS in the US, the March of Dimes Foundation has published a public health warning for the late effects of polio and nothing similar has been done in Canada;
AND WHEREAS while there are 53 clinics in the United States, there is no polio clinic or hospital closer than Ontario dedicated to dealing with this problem;
AND WHEREAS we have the facilities and the specialists in the province;
THEREFORE BE IT RESOLVED THAT the Minister of Health and our Provincial Government be strongly requested to immediately designate an existing hospital as a polio rehabilitation clinic.

Financial Plan
For consideration was a memorandum dated April 25th, 2000 from the City Treasurer. The 2000 Budget contains an overall tax increase in municipal taxes of 3% after accounting for new construction. With decreases in school and hospital taxes, the average homeowner will pay the same property taxes as 1999 or marginally less. The Treasurer then explains how the Financial Plan for the years 2000-20004 were prepared.
