The Regular Meeting of City Council was held in the Council Chambers, City Hall, 200 Craig Street, Duncan, BC at 7:30 p.m., April 10th, 2000.

Delegation
DBIAS - Father's Day Baseball Game Challenge
Representing the Duncan Business Improvement Area Society (DBIAS), Chris Waddell, Office Coordinator, addressed Council. The DBIAS is challenging the City to a Father's Day baseball game challenge on June 18th, 2000 at the Duncan Moose Lodge. The activities will take place between noon and 5:00 p.m. and the baseball game will commence at 2:00 p.m.
Mr. Waddell said that the purpose of the event is to raise money for additional lighting in downtown Duncan for the 2000 Christmas Season. Geared for the entire family, the day will feature great food, a full slate of children's activities, father-child competitions and of course, the ballgame. To make the game even more exciting, the challenge includes the provision that whichever team is defeated, it has to purchase the Christmas tree to be mounted in the City Hall courtyard at Christmas. To encourage community participation, the DBIAS is also opening the challenge to the general public, who will be able to choose on which side they wish to play.
Admission will be free with a $15.00 registration cost per ball player to cover the cost of a team t-shirt. Councillors Mike Caljouw and Phil Kent volunteered to play on the City team along with the City Administrator, Public Works Superintendent and other staff members. Councillor Sharon Jackson volunteered to be responsible for the pom-pom squad.

DBIAS - Totem Tour Funding 2000
For consideration was a letter dated April 4th, 2000 from the Duncan Business Improvement Area Society (DBIAS).
Representing the Duncan Business Improvement Area Society, Chris Waddell, Office Coordinator, addressed Council. He advised that they are again gearing-up, with the financial support of the City, to administer the guided Totem Tours in downtown Duncan this coming tourist season. For two years, the DBIAS has successfully carried-out the free tours for both visitors and locals helping to educate them about our Native Heritage and increase the awareness of our downtown core.
For these past two years, the DBIAS has operated the tours with a grant from the City of $5,000. In addition to these funds, the DBIAS has contributed close to $3,000 each year with in-kind contributions. These include coordinator wages, office, computer and photo-copier lease. Over 6,000 downtown totem tour map brochures were distributed in 1999. Last year, the number of tours available to the general public were increased to four daily operating every hour from 10:00 a.m. to 2:00 p.m. from May 1st to September 11th. With the same budget for these two years, the tour participation increased from 342 in 1998 to 990 in 1999.
For the 2000 season, the DBIAS would like to see the program expanded to include guided tours later in the afternoon during the busiest months of July and August. Mr. Waddell said many visitors were disappointed last year to discover that tours ceased to operate after 1:00 p.m. With an increase to their budget, they hope to be able to hire a second totem tour guide and offer tours right up to 5:00 p.m. during July and August, thus offering a total of seven tours per day. Their request is that the contribution from the City be increased from $5,000 to $7,000 for the year 2000. Mr. Waddell noted that they have applied for a number of student summer placement applications, which if approved, may recover a portion of this additional $2,000, which would be redirected back to the City.

"Kite Fest"
For consideration was a letter dated March 22nd, 2000 from the Canadian Mental Health Association and a memorandum dated March 27th, 2000 from the Public Works Superintendent.

THAT Council authorize the Canadian Mental Health Association to stage a "Kite Fest" in Centennial Park on May 7th, 2000 subject to:
1. The Kite Flying only occurring in the northern portion of the Park.
2. The Association saving the City of Duncan harmless from any and all possible liability claims.
3. The Association supplying the City with a copy of their Liability Insurance for this event, noting that the coverage should be a minimum of $1,000,000. per occurrence.

CVRD - Proposed Outdoor Recrea-tion Park
For consideration was a letter dated March 23rd, 2000 from the Cowichan Valley Regional District Board.

THAT the Council of the City of Duncan strongly support in principle the proposed CVRD Outdoor Recreation Park on Block 162, Seymour District, near Paldi noting that such a Park in this remote area would benefit the citizens of the entire Cowichan Valley Regional District (i.e. noisy sports to be accommodated).

It was suggested that this is another project indicating the need for a Regional Recreation Funding Formula.
FAS - Action Team Society
For consideration was a letter dated March 25th, 2000 from the Cowichan Valley Fetal Alcohol Syndrome Action Team Society requesting assistance with their office setup.

A Day of Mourning - Deceased Canadian Workers

THAT the Council of the City of Duncan proclaim April 28th, 2000 as "A Day of Mourning in Recognition of the hundreds of thousands of Canadian Workers Who Have Been Killed, Injured or Disabled on the Job" as requested in the March 25th, 2000 letter from the Nanaimo, Duncan & District Labour Council, C.L.C.;
AND THAT City Hall staff recognize the DAY OF MOURNING by observing a minute of silence at 11:00 a.m. on Friday, April 28th;
AND THAT all flags on the City Hall flagpole be flown at half-staff on this day.

Park Tour
Councillor Maxwell reported that he toured all of the City Parks with the Public Works Superintendent and also the water utility facilities and service area. He said this was a worthwhile tour that other members of Council should consider taking.
Planning Committee
Advisory Planning Commission
Councillor Jackson reported that in approximately six weeks, she hopes to introduce an Advisory Planning Commission proposal to City Council. She said she is still concerned with the Provincial Government Legislation that APC meetings must be open to the public and the media. However, establishment of an APC will proceed even in light of this concern.

Farmers' Market
Councillor Kent reported that he met with Karen Bruce of the Smallholders Society regarding the future of the Farmers' Market. Ms. Bruce advised him that they are attempting to make an arrangement with the Cowichan Tribes to remain at their present site. Councillor Kent said that he advised her that the City is willing to help with the relocation of the Market, if that becomes necessary, and requested a list of their needs. He said he would keep Council informed in this regard.
Budget Open House
Mayor Coleman advised that the Open House regarding the Year 2000 Budget is scheduled for 3:30 p.m. to 7:00 p.m. on April 11th, 2000 in the Council Chamber and Committee Room. He encouraged members of the public to attend.

Saanich Peninsula Municipalities - VI Regional Library
For consideration was a letter dated April 5th, 2000 from the Vancouver Island Regional Library Board.

WHEREAS a Reciprocal Borrowing Agreement between the Vancouver Island Regional Library (VIRL) and the Greater Victoria Public Library (GVPL) would likely make it unnecessary for the Saanich Peninsula Municipalities to withdraw from the VIRL;
AND WHEREAS the VIRL is prepared to make an offer to the GVPL for a Reciprocal Borrowing Agreement which would fairly compensate the GVPL for the service they would provide to the VIRL members;
AND WHEREAS if the Saanich Peninsula Municipalities withdraw, it is anticipated that VIRL would experience either a 2% cut in service or a 2% budget increase due to lost economies of scale (VIRL's 10-year facility plan might also be negatively affected);
AND WHEREAS the VIRL Board is committed to protecting the rights of the staff in the Peninsula Branches and is seriously concerned about the staff at the Central Services and in other Branches who would be affected by layoffs and bumping procedures if the Peninsula Municipalities withdraw;
AND WHEREAS all the Municipalities and Library systems on Vancouver Island and the Coastal Communities need to work together to support each other;
THEREFORE BE IT RESOLVED THAT the Council of the City of Duncan correspond with the Greater Victoria Public Library Board requesting that they seriously consider the offer of the Vancouver Island Regional Library for a Reciprocal Borrowing Agreement.

New Business
Steve Palmer - Polio Victim
Steve Palmer, a polio victim confined to a wheelchair, addressed Council. He advised that in 1959, the March of Dimes closed their polio clinic, stopped funding attendants, medical care, equipment and most research because of the successful use of polio vaccine had stopped public donations. He said that today, there is virtually no help for polio victims and he asked for Council's assistance in changing this terrible situation. He said that donations can be made at any branch of the Bank of Montreal to the "WALK THE WALK FUND".
Mr. Palmer requested permission to be able to sell pencils on City streets for the next day or so.

THAT Mr. Steven Palmer be permitted to sell pencils on the City streets for April 11th and 12th, 2000 to assist him in his venture to seek help for the victims of polio.
